Dhimitër Zguro holds a Master of Science degree in Criminal Law with distinctions from the Faculty of Law, University of Tirana. He previously completed his Bachelor of Laws degree at the same university with very high results. He is currently undergoing the initial training program for obtaining the title of attorney.

Simultaneously with his law studies, Mr. Zguro began working as a mentor in a pre-university education project. His primary responsibilities included directing, managing, mentoring, and supervising high school students in the Municipality of Korça as they advocated for improved education quality. Following this experience, he became a facilitator in the activities of the Center “For Qualitative Education”.

Throughout his studies and professional career, Mr. Zguro has been actively involved in various civil society organizations, including the European Law Students Association Albania (ELSA Albania), GUXO, and Qëndresa Qytetare. In 2021, he was elected Vice President of ELSA Albania for Academic Activities, and in 2022, he became the President of the Association. He currently serves on the Board of Directors of the “Halimi Foundation Institute” and holds the position of Director of Human Rights at ELSA International from 2023.

Since January 2021, Mr. Zguro has worked as a lawyer at “Halimi Law and Tax”, representing some of the largest telecommunications and security companies. From January 2023 onwards, he has served as the legal advisor and an analyst for public policy monitoring in the field of justice at the “Qëndresa Qytetare” Center.
